Information, not legal advice
Is a PDF invoice enough where you work?
Inbill makes PDF invoices and an invoice web page. That is enough for freelancers and small businesses in many countries, including Pakistan, India below ₹5 crore turnover, the UK, the US, Canada and Australia. It is not enough where the law requires e-invoicing, such as Saudi Arabia, Belgium and Poland for VAT-registered sellers. The table below shows each country.

Country by country
"PDF enough?" means: can a freelancer or micro business use a plain PDF invoice today. Checked 2026-10-19. Information, not legal advice. Sources marked "secondary" are tax-software or advisory firms, not the tax authority itself.
| Country | PDF enough? | The rule | Source |
|---|---|---|---|
| Pakistan | Yes, for freelancers and unregistered sellers | Freelancers exporting services and sellers not registered for sales tax can use a normal invoice. FBR digital invoicing applies to sales-tax-registered businesses and is being extended to more sectors. If you are registered for sales tax with FBR or a provincial authority, you need FBR-integrated invoicing, which Inbill does not provide. | |
| India | Yes, below ₹5 crore turnover | GST e-invoicing (IRN and QR code) is required for businesses with aggregate turnover above ₹5 crore. Below that, an ordinary GST invoice is enough, with your GSTIN, HSN/SAC codes and place of supply if you are registered. Above the threshold you need a GST suvidha provider. Inbill does not generate IRNs. | |
| United Kingdom | Yes | No e-invoicing mandate. VAT-registered sellers must show their VAT number, a unique sequential number, the time of supply, a description, the rate, and the net and VAT amounts. Simplified invoices are allowed up to £250. Making Tax Digital for Income Tax (from April 2026 above £50,000) is about record keeping, not the invoice itself. | |
| United States | Yes | No federal invoice format or e-invoicing mandate. Sales tax is set by each state, and many services are not taxed. Check your state's rules on whether your service is taxable. | No source linked: there is no US federal e-invoicing law to cite |
| Canada | Yes | No e-invoicing mandate. GST/HST registrants must show their GST/HST number on invoices above set amounts; Quebec QST and provincial PST are shown separately. Sources disagree on the exact dollar thresholds for what an invoice must show. Check with the CRA. | |
| Australia | Yes, with the right wording | GST-registered sellers must issue a "Tax invoice" for sales of A$82.50 or more, showing their ABN and the GST amount; the buyer's identity is needed above A$1,000. E-invoicing is voluntary. Title the document "Tax invoice" and include your ABN when you are registered for GST. | |
| United Arab Emirates | Yes for now; VAT-registered sellers from 2027 | An e-invoicing system through accredited providers is being phased in, starting with large businesses in 2026 and VAT-registered small businesses from 2027. Sources give different dates. Freelancers below the VAT registration threshold are not affected. VAT-registered sellers will need an accredited provider from 2027. | |
| Saudi Arabia | No, if you are VAT-registered | Every VAT-registered business must issue e-invoices with a QR code and Arabic fields (ZATCA Fatoora phase 1), and is being moved to real-time integration in waves (phase 2). Fine for freelancers abroad billing a Saudi client. Not for Saudi VAT-registered sellers. | |
| European Union (general) | Yes today, changing | Under ViDA (adopted March 2025), countries may require domestic e-invoicing, and cross-border business-to-business e-invoicing with reporting starts 1 July 2030. Country rules below are already stricter in some places. | |
| Germany | Yes until the end of 2027 for small businesses | All businesses must be able to receive e-invoices since 1 January 2025. Issuing becomes mandatory from 1 January 2027 above €800,000 turnover and for all domestic business-to-business sales from 1 January 2028. A PDF is not an e-invoice. A German business client can already ask for XRechnung or ZUGFeRD, which Inbill does not produce. | |
| France | Yes until September 2027 for small businesses | All businesses must receive e-invoices from 1 September 2026. Small and micro businesses must issue them from 1 September 2027. Dates can move by decree. French invoices also need legal mentions such as your SIREN and, if it applies, "TVA non applicable, art. 293 B du CGI". | |
| Belgium | No, for VAT-registered business sales | Since 1 January 2026, VAT-registered businesses, including sole traders, must send structured e-invoices over Peppol for domestic business-to-business sales. Sales to consumers are not covered. Inbill does not send Peppol invoices. | |
| Poland | No, for VAT payers | KSeF, the national e-invoicing system, applies to large VAT payers from 1 February 2026 and other VAT payers from 1 April 2026, with the smallest businesses from 1 January 2027. Inbill does not connect to KSeF. | |
| Spain | Yes for now; changes in 2027 | Verifactu rules for invoicing software were postponed to 1 January 2027 for companies and 1 July 2027 for the self-employed. They regulate the software itself, not only the user. Inbill is not Verifactu software. Spanish autónomos should plan for this before July 2027. | |
| Nigeria | Yes for freelancers and micro businesses | National e-invoicing is starting with large taxpayers (NGN 5 billion or more) from 31 July 2026. Dates for smaller businesses come from a single report so far. Watch for later phases. | |
| Kenya | No, for Kenyan business clients | Every business, including sole traders, must issue invoices through KRA's eTIMS. A Kenyan client cannot deduct an expense without an eTIMS invoice. A plain PDF still works for clients outside Kenya. | |
| Brazil | No, as a tax document | A service invoice for tax purposes is an NFS-e issued through the government system. The national NFS-e becomes mandatory for Simples Nacional micro and small businesses from 1 November 2026. An Inbill PDF works as a commercial invoice or receipt for a client abroad, not as a nota fiscal. | |
| Mexico | No, as a tax document | Anyone with business or professional income must issue CFDI 4.0 e-invoices stamped by an authorised provider (PAC). An Inbill PDF works as a commercial invoice for a client abroad, not as a CFDI. |
What Inbill does
What you get, and what you do not
Inbill gives you a numbered PDF invoice with your details, your client's details, line items with a tax rate per line, the totals and how to pay, plus a web page your client opens from WhatsApp or email. It supports 59 currencies.
It does not file tax returns, calculate which tax applies to you, or connect to a government e-invoicing system. If your business has to use one, use a provider connected to it.
Questions people ask
Does Inbill do e-invoicing?
No. Inbill does not send invoices to any tax authority or network (FBR, ZATCA, KSeF, Peppol, eTIMS, NFS-e, CFDI or India's IRP). It makes a PDF and a web page your client opens. Where a country requires e-invoicing for your business, you need a provider that is connected to that system.
I invoice clients in other countries. Does this matter to me?
Usually less. Most of these rules apply to sellers registered for VAT or sales tax in that country, invoicing local businesses. A freelancer in Pakistan billing a client in Germany is normally fine with a clear PDF invoice. Your client's own country may still ask them for certain details.
What should every invoice show?
Your name and address, your client's name, a unique invoice number, the issue date, what you supplied, the amount, the currency, the due date and how to pay. If you are registered for VAT, GST or sales tax, add your tax number and the tax amount, and use the title your country requires, such as "Tax invoice" in Australia.
Is this legal advice?
No. It is a summary of public sources, checked on 2026-10-19, and rules change. Several sources are tax-software or advisory firms, not the government. Check with your tax office or an accountant before you rely on it.
